Biennial Certified Audit of Land Use Assumptions, Infrastructure Improvement Plan and Development Fees - Report 2504
A review of Scottsdale’s land use assumptions, infrastructure improvement plans and development impact fees for the water and wastewater systems was recently completed. The external consultant, Willdan Financial Services, concluded that implementation of the City’s water and wastewater development fees was consistent with the adopted plans and statutory requirements.
This review covered the 2-year period of fiscal years 2022/23 and 2023/24.
The city charges development impact fees to pay for water and wastewater infrastructure and facilities needed to accommodate new development. These fees are “one-time” payments that represent a proportionate share of the cost of resulting planned infrastructure improvements. The biennial certified audit is required by state law, as is a public hearing on its results. That hearing is on the Tuesday, May 20, 2025, Scottsdale City Council agenda.
