Local Area Infrastructure Plans

One of a City's functions is to ensure that basic infrastructure is provided to all residential dwellings. Basic infrastructure includes water lines, sewer lines and streets (paved or unpaved). It also includes ensuring emergency and service vehicle access to all parcels.

In subdivisions and master planned communities, this infrastructure is typically provided by the developer of the community. For areas of the city that are not master planned or subdivided, several city departments worked together to create coordinated Local Area Infrastructure Plans (LAIPS) to guide implementation of neighborhood-specific infrastructure. While each specific plan has not been formally adopted by the City Council, the plans do serve as guides for city staff when reviewing development proposals, land divisions and single family home construction.

• Coordinate water, sewer, streets, emergency access and trails so they are not planned independently of one another.
• Create a design that establishes balance between accessibility and access control and builds only the streets that are needed to serve each parcel.
• Coordinate utility and public access improvement locations to reduce long-term costs and minimize neighborhood disruption.
• Provide predictability for budgeting and maintenance.
• Provide consistency in decision-making while allowing for informed site decisions that would alter the plans.
• Increase public awareness about what may happen in your neighborhood regarding infrastructure.
• Provide property owners with consistent information regarding planned service infrastructure as it relates to their property.
• Reduce the number of residences facing major streets.
• Reduce the number of residences with sides bordering more than one street.
• Avoid large wash crossings.
• Reduce long straight roadway sections to discourage speeding in residential areas.
• Use existing rights of way and easements.

If you currently live in a master-planned community or subdivision, you are not directly affected by Local Area Infrastructure Plans.

The remaining areas of the city that are affected by Local Area Infrastructure Plans are divided into six general areas with approximate north, south, east and west boundaries

The Desert Highlands area is bounded by Jomax Road to the north, Pinnacle Peak Road to the south, Alma School Road to the east and 80th Place to the west.

The Dynamite Foothills Area of LAIPS is bounded by Lone Mountain Road to the north, Deer Valley Road to the south, 136th St. to the east and Alma School Road to the west.

The East Shea area for LAIPS is bounded by Shea Boulevard on the north, Doubletree Ranch Road on the south, 133rd Way to the east and 120th St. to the west.

The Horseman's Park area of LAIPS is generally bounded by McDowell Mountain Ranch Road on the north, Thompson Peak Parkway on the south, and 98th St. to the west.

The Whisper Rock area of LAIPS is generally bounded by Stagecoach Pass on the north, Lone Mountain on the south, Pima Road on the east and Hayden Road to the west.
