New Scottsdale E-Bike Safety Ordinances Take Effect July 31
Scottsdale, AZ (July 24, 2025): New Scottsdale City Ordinances regarding e-bike safety and regulations take effect on July 31, 2025. They are intended to enhance safety for e-bike users under 16 and provide additional education guidelines for those purchasing e-bikes in Scottsdale. The Scottsdale City Council voted to adopt the ordinances on July 1, 2025, and they go into effect on July 31.
Here are the highlights of the new ordinances:
- Scottsdale Revised Code 17-77.1 prohibits people under the age of 16 from operating class 3 e-bikes or similar devices that meet or exceed 21 MPH, or electric motorcycles on city property. The proposed section also prohibits an electric motorcycle on a city roadway that has not been titled and registered with the State of Arizona. Violations are a civil traffic offense with a minimum fine of $100.
- Scottsdale Revised Code 17-77.2 requires businesses that sell class 3 e-bikes or electric motorcycles to post a written notice in their stores stating that anyone under the age of 16 is prohibited from using them. Sellers must also give purchasers City of Scottsdale produced educational materials at the time of sale. This is so parents, guardians, and other buyers have the correct information on the legal use of the devices before and after buying e-bikes for their children. Violations are a petty offense and carry a minimum fine of $100.
- Scottsdale Revised Code 17-77.3 requires sellers to affix a permanent sticker in a prominent location to class 3 e-bikes for easy identification. It also makes it illegal for the sticker to be removed. Violations are a petty offense and carry a minimum fine of $100.
These ordinances are meant to keep e-bike and e-motorcycle riders safe and legal. They are also intended to help parents and legal guardians know which devices are appropriate for their children based on their age and other existing traffic law requirements. The Scottsdale Police Department will also distribute educational information to the schools for parents and guardians to access.
The effort to increase safety surrounding e-bikes was spearheaded by a collaboration between the city manager, city council, and a multidisciplinary team made up of various departments throughout the city. The approach will continue to be focused on education, outreach and enforcement.
