Scottsdale City Council selects Greg Caton as city manager

Scottsdale City Council has selected Greg Caton to serve as the city’s next city manager, following his interim appointment to the role earlier this year.

Caton, a seasoned and credentialed local government leader, joined Scottsdale in May 2024 as an assistant city manager. He was appointed interim city manager after the departure of longtime City Manager Jim Thompson and has since earned the confidence of the City Council to lead the organization permanently.

“Greg Caton has proven to be a thoughtful, experienced and collaborative leader,” said Mayor Lisa Borowsky. “We are confident in his ability to guide Scottsdale forward and continue delivering the high level of service our community expects.”

Caton brings nearly three decades of municipal leadership experience to the position. Before coming to Scottsdale, he served for eight years as city manager of Grand Junction, Colorado. His resume also includes roles as town manager in Oro Valley, Arizona, and assistant city manager in Durango, Colorado.

He holds a bachelor’s degree in political science from Fort Lewis College and a master’s degree in public administration from the University of Colorado at Denver. He is a Credentialed Manager through the International City/County Management Association (ICMA), a designation that recognizes professional local government managers who have a strong commitment to integrity, lifelong learning and ethical governance.

“I am truly honored to serve as Scottsdale’s city manager,” said Caton. “This city has an amazing team, a deep commitment to its residents, and a City Council that that provides thoughtful, visionary leadership. I am excited to build on Scottsdale’s great momentum and deliver the world-class services our residents expect and deserve.”

As city manager, Caton will oversee the day-to-day operations of Scottsdale’s municipal government, which includes more than 2,600 employees and a $2.3 billion budget. He will work closely with the City Council, city departments and the community to implement strategic priorities and deliver key services that enhance the quality of life in Scottsdale.
