DC Ranch Neighborhood Park will be built in two phases. Phase one is currently underway and is scheduled to be complete during the spring of 2022. Planning for phase two is just beginning and this portion of the project is not yet funded.

The first master plan for DC Ranch Neighborhood Park was approved in 2003. The master plan identified areas for both active and passive use, a landscape buffer and parking area. The master plan was updated in 2020 with the approval of the phase one improvements.

Phase One Improvements

This portion of the project was constructed in conjunction with Bell Road Sports Complex and the majority of this phase of improvements funded by the 2019 Bond Election.

Phase Two Improvements

Planning for phase two is just beginning and this portion of the project is not yet funded. Based on community feedback, the types of recreational amenities will be determined, and a budget estimate will be developed. The project will then be considered for inclusion in the Capital Improvement Program (CIP) by the City Council.

Community Outreach

A Virtual Public Meeting was held in September & October 2021 to gauge interest on the types of amenities the community is most interested in including in the second phase of park improvements. The following materials were presented.

What is a Neighborhood Park?
The General Plan defines a neighborhood park’s purpose to provide primary recreation services and facilities that are easily accessible and available to residents. The park size should be between 7 and 20 acres and serve a single neighborhood or several neighborhoods, depending on the location of the park. The location is preferably adjacent to elementary schools, neighborhood centers, or other gathering places with good pedestrian, bicycle, and vehicular access.
What types of amenities are typically included in a Neighborhood Park?
Depending on space and location, here is a list of some of the recreational park amenities that can be included in a neighborhood park:
  • Playgrounds (0-5yrs) and (5-12yrs)
  • Pickleball Courts
  • Restrooms
  • Covered Ramadas
  • Basketball Courts
  • Tennis Courts
  • Fitness stations
  • Sand Volleyball
  • Open grass areas for general use
What improvements are part of Phase One?

Additionally, there will be a Books2Go Free Library installed at the park and a piece of public art called Mountains and Rainbows (pictured in the presentation).
How is phase one being paid for?
This portion of the project is being constructed in conjunction with Bell Road Sports Complex, and the majority of this phase of improvements is funded by the 2019 Bond Election. The lake will be used to irrigate the fields at Bell Road Sports Complex.
Are the future recreational amenities at the DC Ranch Neighborhood Park funded?
The additional recreational amenities at DC Ranch Park are not currently funded. Once public input is received through the public open house process, the City of Scottsdale will get a cost estimate for the desired amenities and installation. The recreational amenities will need to be funded through the City of Scottsdale’s Capital Improvement Project (CIP) process.
How do Capital Improvement Projects get funded?
There are many and varied Capital Improvement Projects that are needed in the City of Scottsdale. There are currently more projects than there is funding. Once a project has been defined and has costs associated with it, the project is put on a CIP project list to be prioritized and approved by City Council.
What are next steps for DC Ranch Neighborhood Park?
Next steps are for the City of Scottsdale to gather input from the public on what amenities they would like to see in the park space through the virtual open house public meeting process. Once the park amenities are determined, a cost estimate for the selected amenities will be developed and the project will be put on the City of Scottsdale’s CIP list. From here, City Council will prioritize the CIP projects to be funded.
