Scottsdale launches SPUR portal to streamline permitting and city approvals
Scottsdale has launched a new online platform designed to simplify how residents, businesses and developers interact with the city for permits, planning and other approvals.
The Scottsdale SPUR (Smart Planning, Use and Regulations) portal replaces three legacy software systems that had been in use for more than 30 years, modernizing the city’s approach to planning, zoning, permitting, inspections, special events and code enforcement.
Approved by voters as part of the 2019 Bond program, the $2.9 million investment provides a single, integrated system that connects multiple city departments and improves both efficiency and customer experience.
The SPUR platform manages the full lifecycle of permitting and development services, including plan submittal, permit issuance, inspections and records management. It also offers a user-friendly interface where customers can submit applications, upload plans, make payments and track project status online.
“Scottsdale SPUR is an intuitive portal that improves communication between departmental systems, increasing operational efficiency and enhancing our customers’ experiences,” said Erin Perreault, senior director of Planning and Development Services.
The city selected Tyler Technologies as the vendor following a competitive evaluation process led by a cross-departmental team and supported by consultant Berry Dunn McNeil & Parker LLC. Scottsdale entered a 10-year contract with Tyler Technologies in June 2024.
Since then, city staff have worked closely with the vendor to build and customize the system, conducting extensive testing and training to ensure it meets the needs of multiple departments and service areas.
All new plan and permit applications are now processed through the SPUR portal. Users can visit ScottsdaleAZ.gov and search “Scottsdale SPUR” to create an account and begin using the system.
