About Scottsdale SPUR
In January 2026, Planning and Development Services launched a new online portal for projects requiring city approval or a permit.
Scottsdale SPUR (Smart Planning, Use and Regulations) replaces the previous eServices portal and provides customers with a user-friendly interface in which to submit development and construction requests, plans, payments and other documents for city processing.
Within the portal, residents and Planning and Development customers will:
- Submit project applications
- Submit plans and construction documents
- Pay fees
- Monitor project milestones
- Receive permits
- Schedule inspections
- View records
All projects initiated after Jan. 6, 2026 will be managed in SPUR.

The new Scottsdale SPUR portal was developed to replace the city’s three 30-year-old software systems that run on outdated, and no longer widely supported, technology.
SPUR is Planning and Development’s customer portal for managing all projects that require city approval or a permit. This includes commercial or multi-family residential development proposals, building permits, home improvement projects, work occurring in the right-of-way, native plant removal and minimum permits to name just a few. Yes, in order to receive city approval for a planned project or a permit to do the work, you must apply in SPUR. You can manage every aspect of your project (apply, pay fees, check status, upload documents, schedule inspections) in the SPUR portal.
In general, if you initiated your project before January 6, 2026, you will continue to manage it in the legacy eServices system.
There are some exceptions. If you completed a pre-application, but had not progressed much further, your request may be moved to SPUR. Additionally, Permit Services is moving some projects over to the new portal. You will be notified by city staff if your existing project is moved from eServices to the SPUR system.

You will need to create a new account in SPUR. Visit the portal and click on “Register” at the top right corner.
Account information used in the legacy eServices system was not transferred to SPUR.
You will pay fees based on the portal in which your project is being managed.
For projects in eServices, you will receive a payment link. Please verify this link comes from an email address with the @ScottsdaleAZ.gov suffix** before clicking on it.
For projects in SPUR, you may enter the portal to see outstanding fees associated with your project. You will also receive an email notification that there are fees to pay.
**Please note: We are aware of an email phishing scam where the sender is posing as our department and sending invoices. While the email messages vary in content, the request is the same: respond to the email for instructions on wiring funds.
The messages may appear authentic as they reference recent planning and development cases and board and commission decisions. However, there are key indicators of it being a scam.
- The emails are originating from "planning-scottsdaleaz.gov @usa.com." City communications will always have an @ScottsdaleAZ.gov domain name as the suffix. While “scottsdaleaz.gov” is within the email address, it has a “usa.com” suffix indicating it is not an official city of Scottsdale email.
- The email requires you to reply for a payment link and instructions. Fee payments will always be collected through our secure website portal or in person at the One Stop Shop. We never request customers “wire funds.”
