Projects Initiated After Jan. 6, 2026

Starting in Jan. 2026, Scottsdale’s Planning and Development customers will use a new online portal, Scottdale SPUR, for all projects requiring a plan or permit. If your project was initiated after this date, please use the new portal to enter details relevant to your project.

Note: After Jan. 6, you may use some of the links below to search for documents or reports from projects completed or underway.

Projects Initiated Before Jan. 6, 2026

If your project was initiated prior to Jan. 6, 2026, you may still use some e-services links listed below to complete your existing project or case. Please note that many of these items will be phased out as projects are completed or migrated to SPUR.

Submit Pre-application: To propose a major project such as a commercial or multi-family housing development application (to be eliminated after Jan. 2026).

Submit Case: To upload a Development Application Checklist and required items following the pre-app meeting for commercial or multi-family housing developments (to be eliminated after Jan. 2026).

Digital Plans Menu: To submit plans, make payments, and receive permits (for eligible plan types)

• E-Application (to be eliminated after Jan. 2026)
• Un-submitted applications (to be eliminated after Jan. 2026)
• Digital submittal and payment menu (will continue to be available for projects initiated prior to Jan. 2026)
• View submitted plans (will continue to be available for projects initiated prior to Jan. 2026)

Minimum Permits: Apply for residential small scope permits for projects such as plumbing, electrical, mechanical, and window and door replacements (to be eliminated after Jan. 2026).

Fire Hydrant Flow: To order a permit for testing a hydrant (to be eliminated after Jan. 2026).

Minor Right-of-Way Permits: For projects impacting the Right-of-Way (to be eliminated after Jan. 2026).

These items will continue to be available for projects initiated prior to Jan. 2026.
