Greg Caton, City Manager

Greg Caton is a dedicated and experienced public administrator, currently serving as the Scottsdale City Manager. In this role, he oversees a wide array of departments including the Assistant City Manager, Police, Fire, Transportation & Infrastructure, Planning & Development Services, Human Services & Library, Parks & Recreation and Preserve, Water Resources, and Enterprise Operations.

A native of Colorado, Greg has a rich history in city management, having previously held the position of City Manager for the City of Grand Junction, Colorado, and the Town of Oro Valley, Arizona. Additionally, he has served as the Assistant City Manager for the City of Durango, Colorado.

Greg's academic achievements include a bachelor's degree in political science from Fort Lewis College in Durango, Colorado, and a master's degree in public administration from the University of Colorado at Denver. He is also a credentialed city manager through the International City/County Management Association (ICMA).

His commitment to local government extends beyond his managerial roles, as Greg actively participates in statewide multijurisdictional groups and boards, contributing his expertise to foster community development and efficient governance.

Jeff Walther, Assistant City Manager

Jeff Walther currently serves as Assistant City Manager for the City of Scottsdale, bringing nearly three decades of distinguished public service, leadership, and innovation to his role. His dedication to community service began in July 1994, when he was hired by the Scottsdale Police Department as a police officer. Over the course of his remarkable 28-year law enforcement career, Jeff served in a wide range of critical roles including every leadership rank in the police department.

On Dec. 1, 2020, Jeff was appointed as Scottsdale’s seventh Chief of Police. He led the organization during one of the most challenging periods in modern public safety history, navigating through civil and social unrest, the COVID-19 pandemic, and heightened national political division. His leadership during this era was marked by a clear commitment to professionalism, innovation, collaboration and community trust. Under his guidance, the department achieved unprecedented levels of technological advancement, national and state accreditation, and community engagement—raising the bar for law enforcement excellence locally and nationally.

Jeff’s transformational leadership was widely recognized. In 2022, he was named Arizona Police Chief of the Year. In 2024, the City of Scottsdale honored him with the Bill Donalson Award for Visionary Leadership, and in 2025, he received the Jim Hill Award from the Boys and Girls Clubs of Greater Scottsdale for his extraordinary commitment to youth.

On Jan. 26, 2025, Jeff was promoted to Assistant City Manager where he now serves the broader City organization. In this new capacity, Jeff continues to demonstrate his passion for public service and is honored to support and lead Scottsdale’s dedicated city employees beyond the walls of the police department.

Jeff holds a bachelor’s degree from Northern Arizona University and is a member of both the International City/County Management Association (ICMA) and the Arizona City/County Management Association (ACMA). His career reflects an enduring commitment to leadership excellence, collaborative communication, and focused dedication to employee development and community connectivity.
